Is powder coating always better than wet paint?

No. The better process depends on substrate, geometry, exposure, production requirements, finish expectations and whether the component can tolerate the required cure process.

Can galvanized steel also be powder coated?

It can be, but surface condition, preparation, outgassing risk and the full duplex-system specification should be reviewed before processing.
